Jotaro says multiple variations of the same phrase on numerous occasions throughout Parts 3 to 6 - "Yare yare daze"; "Yare yare"; and "Yare yare da". It's nothing special. As a sidenote, Joseph's the character that probably uses "Naisu!" the most. He even says it in Part 3 regarding Jotaro's method of staying still when he's caught in Dark Blue.
